Advancing Gender
Equality and Ending Gender-Based Violence
The year 2025 marks the 30th anniversary of the Beijing Declaration and Platform for Action. This year is a pivotal moment in the global pursuit of gender equality and women’s empowerment. We, the undersigned, appeal to global leaders to accelerate the full implementation of the Beijing Declaration and Platform for Action, and to realize full gender equality for ALL women and girls. As a landmark framework for gender equality and women’s empowerment, the Beijing Platform remains as critical today as it was when adopted in 1995. Over the last three decades, progress has been too slow and inconsistent. Alarmingly, we are even moving backwards: hard-fought women’s rights are either under threat or have been eroded. To this day, the Beijing Platform remains the most progressive and widely endorsed framework for advancing women’s and girls’ rights. It provides vital guidance for policies, programs, and investments across key areas, including education, health, peace, media, political participation, economic empowerment, and the elimination of violence against women and girls.
In 2025, these key areas need to be reaffirmed and emerging priorities such as green transitions and the transformative power of digital technologies recognized. With just five years remaining to achieve the Sustainable Development Goals, we urgently call upon world leaders, policymakers, and all stakeholders to take bold and immediate actions to realize gender equality worldwide. We need to move forward for all women and girls.

We call upon the world’s leaders to take bold and urgent action to unlock equal rights, power, and opportunities for all, paving the way for an equal future where no one is left behind. Central to this vision is empowering the next generation —youth, particularly young women and adolescent girls — as catalysts for transformative and lasting change. We call upon global leaders to prioritize actions in three key areas:
1. Advance Women’s and Girls’ rights: Champion the full spectrum of women’s and girls’ human rights by confronting all forms of gender-based violence, discrimination, and exploitation without compromise.
2.
Promote Gender Equality: Break down systemic barriers, dismantle patriarchy, and address entrenched inequities. Centre the voices of marginalized women and girls, including youth, to ensure exclusivity and
empowerment for all.
3. Foster Empowerment: Redefine power structures by guaranteeing inclusive access to education, employment, leadership, and decision-making spaces. Elevate young women and girls as leaders and innovators, creating opportunities for them to thrive and shape the future.

of gender-based violence at the core of national and international agendas.
Key actions include:
Fully integrating the Beijing Platform’s principles into all policies and practices to ensure systemic change.
Increasing investments in gender equality initiatives and programs.
Establishing clear, time-bound targets to achieve gender equality, with robust mechanisms to monitor and report progress.
Actively involving women and girls — particularly those from marginalized communities — in all decision-making processes.
Transforming social norms through public awareness campaigns, education, and community engagement to challenge harmful stereotypes and foster a culture of respect and equality.
Strengthening laws, policies, and mechanisms to effectively prevent and address gender-based violence, while ensuring full accountability for perpetrators. Survivors of gender-based violence must have barrier-free access to justice, healthcare, psychosocial support, and safer spaces.
